With us democratic political institutions and processes back in place, the country if focusing its attention on empowering the present and future people in order to improve their quality of life. Today’s concept of development recognizes the true sustaintable development which must come primarily from the initiatives of individuals, families, communities, cooperatives, non-governmentor ganizations, and other people’s organization. Hence, the focus is people empowerment. It also implies that the collection of the aspirations, choices and decisions of these individuals, families, and communities should be the basis of policy and action, if these are to be responsive to the realities of daily life.

However, the empowerment of people and the Philippine development vision of an invogorated populace liberated from poverty, can wrapped by a family size too large to sustain. That is why, the concern for rapid population growth must be viewed in the context of prevailing conditions in the country today.
